Zootopia's Ending is a LIE (and Otterton Proves It)

The ZPD worked the missing mammals cases for two weeks before Judy ever touched the file. If the goal is random terror, you expect a scattered pattern. But Emmitt Otterton wasn't random. He worked for ██████████████████████████, and the night he disappeared he was on his way to deliver a warning.
Think about what a florist would notice: industrial quantities of one specific flower moving through unusual channels. If anyone in the city could spot the ██████████████████, it was him.
