The official story is that one girl from a coal district beat the system. Watch the man at the console, not the girl, and a different story falls out.
"She is almost at the edge. Two kilometers away from the nearest Tribute. Let's turn her around."
The arena reads as wild nature trying to kill twenty-four kids. It isn't. It's a set with a control room, and the wall of fire everybody remembers as danger is a ███████████████████ aimed to herd her back toward the cameras. When Snow later asks why the Games crown a survivor at all, Seneca answers in a single word, and that word is the whole regime: a measured dose of ████, issued once a year in the shape of one human being. The video opens on the man at the keyboard, watch the first ninety seconds.
If a dose of hope can be issued, it can be revoked. So who controls whether this particular girl lives long enough to be that dose?

Katniss never out-fights the field. At every moment she should die, a sponsor gift drifts down with medicine or food, and a character states on screen that those ██████████ are rationed, handed out in measured amounts from above. The shooting script names the gate by name: gifts only reach her if ██████ approves them. If the Capitol wanted her dead it needed no assassin; it just stops sending the medicine and the infection wins, no fingerprints. The video walks the full supply chain that keeps her breathing.
They control her path and her survival. There is one thing left the audience swears was hers and hers alone, the love story. Watch who orders it.

After Rue dies and District 11 riots, the President of Panem diagnoses the threat and prescribes the cure in the same breath, and the cure is ██████████, the exact romance the whole audience reads as a private, stolen feeling. Haymitch then calls it inventory to her face, "it's a television show," and even feeds her the heartfelt line she delivers as her most sincere confession. The angle the regime prescribed from the top and the angle she "uses" to survive are the ██████████. The video stacks every line to show the rebellion you remember was assembled, on screen, as a pacifier.
